The major reason for which government holds this ultimate ability to decide is all because of its citizens. People pay taxes for every specific thing as per implemented by government with the belief that they will be fulfilled with all the facilities which can improve their living standard. Charity does not need to be of a huge donation from a single person, it can be an affordable amount but should be made from everybody who is capable.
